Responsibility rotations

Optional human organisation for duties such as meeting moderation or review ownership.

Strategies: round-robin, random, manual. Random never picks the current holder. Per-rotation add entries and remove emails adjust the default people pool. Every rotation writes an event; full history is in .mdboard/events/.
